Willow Road Work – Delays Anticipated

June 13 to June 27, 2014

Over the next two weeks the following construction work is planned:

  • Central Road Intersection.  On Thursday, June 12, IDOT will begin work on the Central Avenue and Willow Road intersection.  The intersection will remain open to north and south bound traffic but the number of lanes will be reduced and extensive delays are anticipated.  Work is expected to continue in this area for the next three weeks.  Motorists are urged to avoid the intersection, use alternate routes, or plan accordingly for delays.
  • Wagner Road Detour.  On Monday, June 16, 2014 IDOT will be closing the northern intersection of Willow Road and Wagner by Middlefork School.  The intersection will be closed to allow for final utility connections and pavement installation.  It is anticipated to remain closed for two weeks.   Local traffic will be detoured to the Old Willow/Northfield Road intersection.  Click here to see the detour route http://www.northfieldil.org/documents/Willow/Exhibits/Wagner_Detour.pdf
  • Chapel Hill Lane to Waukegan.  The contractor will install the new drainage and utilities and then begin grading and subgrade operations on the south side of the right of way.
  • Chapel Hill to the River.  The contractor will be finishing the pavement installation followed by the curb and gutter.
  • Bridge.  The contractor will be installing the approaches, concrete deck and sidewalls, sidewalk, parapet, and pilasters.
  • River to the Eden’s.  The contractor will finish the drainage and grading and start the pavement installation followed by curb and gutter. 
  • Eden’s Expressway.  The contractor will continue to install the drainage and then will being the grading and subgrade operations. 

The planned operations involve an intersection closure at Wagner, lane closures at Central and Happ, and occasional flagging operations.  Substantial delays are anticipated and motorists are urged to use alternate routes or to allow additional time.

Detour Alert – Wagner Road

On Monday, June 16, 2014 IDOT will be closing the northern intersection of Willow Road and Wagner by Middlefork School.  The intersection will be closed to allow for final utility connections and pavement installation.  It is anticipated to remain closed for two weeks.   Local traffic will be detoured to the Old Willow/Northfield Road intersection.

During the detour period the Village will:

  • monitor the Northfield  Road intersection, and will request that IDOT make adjustments to the signal timing, if needed, to minimize traffic backups;
  • provide special Police patrols on local streets to reduce speeding and cut through traffic; and,
  •  ensure emergency responses routes are maintained to all part of the community for police, fire and ambulance access.

Willow Road Work

• From Chapel Hill Lane west, the contractor will install the new drainage and utilities and then begin grading and subgrade operations on the south side of the right of way.

• On Waukegan Road, the contractor will finish the pavement installation for the northwest corner lanes and then install the curb and gutter.

• From Chapel Hill to the river, the contractor will be starting the pavement installation followed by the curb and gutter.

• At the bridge, the contractor will be installing the concrete deck and sidewalls.

• From the river east, the contractor will finish the drainage installation and start grading operations.

• On the Eden’s Expressway the contractor will continue to remove the existing shoulder and unsuitable materials and then install the drainage.

Willow Road Work

May 16 to May 30, 2014

Over the next two weeks the following construction work is planned:

  • From Chapel Hill Lane west, the project is in the Stage 2 configuration, on the south side of the right of way.  The contractor will continue to remove pavement and unsuitable soil, install drainage, and then begin grading and subgrade operations.
  • The contractor will also be starting the pavement installation on Waukegan Road north of Willow.
  • From Chapel Hill to the river, the project is in the Stage 1 configuration, on the north side of the right of way.  The contractor is completing the final grading work and then will start the pavement installation.
  •  At the bridge, the contractor will be working on the deck construction, reinforcement, and concrete deck pour.
  • From the river east, the contractor will finish the drainage installation and start grading operations.
  • On the Eden’s Expressway the contractor will continue to remove the existing shoulder and unsuitable materials and then install the drainage.

Willow Road Work

May 2 to May 16, 2014

Over the next two weeks the following construction work is planned:

  •  From Chapel Hill Lane west, the project is in the Stage 2 configuration, on the south side of the right of way.  The contractor will be removing the pavement lanes on the south side of the right of way and then begin grading and subgrade operations.
  • From Chapel Hill to the river, the project is in the Stage 1 configuration, on the north side of the right of way.  The contractor will be working on the final grading and subgrade work for the northern lanes.  As soon as that is complete they will begin the pavement installation.
  •  At the bridge, the contractor will be working on the abutment, slopewall, and underdrain on the western side and the production piles, abutments, slopewalls, and underdrain on the eastern side.
  • From the river east, the contractor will be continuing with the utility installation including the new water sanitary and drainage systems.  When that work is complete they will start the grading and subgrade installation.
  • On the Eden’s Expressway the contractor will be implementing a new maintenance of traffic plan so that they can begin removing the existing shoulder and installing drainage.

Pilings Notice

April 24, 2014

Late this morning, the contractor plans to start installing the pilings at the bridge. In total, 7 piles will be placed today and each of these is estimated to take about 25 minutes to install. The operation is expected to be completed in one day but additional noise and vibrations are anticipated.

All of the traffic staging for this work is already in place and no substantial delays are anticipated.

Willow Road Work

April 18 to May 2, 2014

Over the next two weeks the following construction work is planned:

  • From Sunset Ridge Road west, NICOR will be finishing up their main connection and backfilling the trench excavations.  Immediately following that, the contractor will being the pavement removal on the south side of the right of way followed by grading and subgrade installation.
  • From Wagner to the river the contractor will be finishing up the drainage installation and then begin working on the grading and subgrade installation.
  • At the river, the contractor will begin the installation of the abutment production piles for the bridge as soon as the water levels drop.
  • From the river east, the contractor will be continuing with the utility installation including the new water sanitary and drainage systems.  When that work is complete they will start the grading and subgrade installation.

Eden's Expressway Construction Notice

The Illinois Department of Transportation (IDOT) announced that weather permitting, ramp work on I-94 at Willow Road in the Village of Northfield, will begin Thursday night, April 10, 2014.  Work will require a stage traffic control and protection pattern be put in place.  Northbound lanes on I-94 at Willow Road, will be reduced Thursday night 4/10/14 from 9 p.m. to 5 a.m. Friday and on southbound lanes Saturday night 4/12/14 from 9 p.m. to 9 a.m. Sunday.  

The work is part of the on-going Willow Road reconstruction project. Changeable message signs are in place to alert the motoring public.  Motorists can expect delays during times when the lane closures are in effect and should allow extra time for trips through this area. Drivers are urged to pay close attention to flaggers and signing in the work zones, obey the posted speed limits, and be on the alert for workers and equipment.

Willow Road Work

April 4 to April 18, 2014

With the milder weather, construction work along Willow Road is again moving ahead. Over the next two weeks the following is planned:

• The Wagner Road detour will remain in effect until Sunday April 6. Additional pavement work is then anticipated, at the intersection, on Monday, April 7th between 9:30 am and 2:00 pm. The contractor pavement installation will be phased in so that the roadway can remain open to local traffic.

• The contractor will be out this week and next to sweep and clean the area, fix pot holes, restripe the corridor, and to install the safety lane delineators.

• Piling work will begin at the bridge as soon as the river water levels permit.

• Utility work will continue throughout the area. NICOR’s work on a gas main relocation, between Waukegan and Sunset Ridge Road, is expected to be completed by April 16th; the storm sewer and water main will be installed between Chapel Hill Lane and Wagner; and then the storm sewer work, east of the bridge, will begin.

Wagner Road Detour – March 28

Late this afternoon, the northern leg of the intersection of Willow Road and Wagner will be closed. The closer is needed to facilitate the relocation and installation of utilities. The construction crews will work longer hours and on the weekends to get the intersection re-opened by April 7. Local traffic will be detoured to the Old Willow/Northfield Road intersection.

Happ Road Closure

Happ Road between Old Willow and Southgate will be closed today to facilitate an ongoing Police investigation. The closure points will be staffed with a Police Officer and local residents will be able to access their homes. No through traffic will be permitted.

Wagner Road Detour Notice

On Friday, March 28, IDOT will be closing the northern intersection of Willow Road and Wagner, by Middlefork School.  The intersection will be closed to allow for the relocation and installation of utilities and will remain closed for one week.  The construction crews will start, after the close of school, on Friday, March 28.  They will work longer hours and on the weekends to try to get the intersection re-opened before school resumes after spring break.  Local traffic is being detoured to the Old Willow/Northfield Road intersection.

Traffic Alert

NICOR has notified us that they will be having lane closures and flagging operations in place on IL 43 (Waukegan Road) near Willow Road from 9:00 to 3:00 today. They will be undertaking pothole work for their existing utilities in order to complete their directional bore under the roadway. They expect to complete the work in one day but have indicated it may take two depending on how deep the existing facilities are. There will be impacts and delays to both the north and south bound traffic lanes at times. Motorist should anticipate traffic delays and avoid the area if possible.

Willow Road Work

For February 24 to March 7

The winter project work is moving ahead well and a lot of the utility work has already been completed.  Over the next several weeks the following is planned:

  • The contractor will be out today to fix the pot holes throughout the corridor.    
     
  • Early next week, two test pilings will be installed on the north side of the bridge.  The test work is expected to be completed in one day and additional noise and possible vibrations are anticipated while the actual work is underway.  
     
  • Finally, NICOR will continue to work on their gas main work between Waukegan and Sunset Ridge Road; the storm sewer main is being installed between Wagner Road and the bridge; and the water main work will commence on Waukegan Road south of Willow.

Willow Road Work

For January 13 to January 24

The project is in winter status but work is taking place as weather permits. Over the next several weeks the following is planned:

• Early next week the contractor plans to be out fixing pot holes and will also be adjusting the pavement elevation just east of Sunset Ridge Road to make the corridor safer over the winter.

• The utility work on the sanitary sewer system will be ongoing from Wagner Road to the bridge. Once this is completed, the contractor will start installing the storm water system.

• The contractor will be working to remove the bridge structure on the northern half of the right of way.

Willow Road Special Notice

December 19, 2013

  • Today, the pavement striping is being completed on the north side lanes, from west of Churchill to Waukegan Road. As soon as that work is done, motorists will be transitioned over to the new pavement area. While the transfer is taking place, this afternoon, additional traffic delays are anticipate. The road is expected to be operating normally in time for the evening rush.
  • Starting December 20th, a two week holiday shutdown will go into effect and there will be construction activity on the project. 
  • Weather permitting, work will resume on January 6, 2014.

Willow Road Winter Work Plan

For December 10 to Jan 6

The project is in winter status but work will still take place as weather permits.  Over the next several weeks the following is planned:

  • The contractor is trying to facilitate a switch to Phase II operations from just west of Churchill to Waukegan Road.  Before they can transfer the traffic to the north side however, they need to stripe the new pavement.  That work will require the weather be over 28 degrees for at least two days.
  • Work will continue on the sanitary sewer heading west from north Bristol until Friday December 20th and will resume again after the holiday shutdown.
  • A two week holiday shutdown will be put in place from December 20, 2013 to January 6, 2014.  During this time, no work will take place.

Willow Road Work Plan

For November 26 to December 6

The contractor is working to get the area ready for winter, with the following work contemplated over the next two weeks:

  • Waukegan to 3 Lakes - Pavement operations will be ongoing followed by the installation of curbs, gutters and sidewalks.
  • 3 Lakes to Sunset Ridge Road – The sub-grade operations are expected to be completed this week.  Next week the contractor will work on the pavement installation followed by the curb and gutter work.

  • Sunset Ridge to Wagner – Pavement operations are expected to continue on Wednesday and Friday this week and then all of next week as well.  Once that work is completed, they will start installing the curbs and gutters.    
  • Wagner to Middlefork Bridge – AT&T’s is still in the process of completing their asbestos removal work.  They anticipate finishing by the end of this week and then next week the contractor will start on the sanitary and drainage systems in this area. 
  • Old Willow Road Detour – The contractor is in the process of reopening this intersection.  It is anticipated being opened to traffic later today.      
  • Winter Plan.  Over the next two to three weeks the winter plan will be put into effect.  This plan includes finishing the pavement installation and moving traffic to the south side of the right of way between Chapel Hill Lane and 3 Lakes Drive; installing new pavement marking to more clearly delineate the lanes; providing temporary asphalt  access where the pavement is not completed; and installing alternative barriers, to help ensure effective snow removal and motorist safety.   Over the winter months, weather permitting, the contractor will be work on utilities and removals.

What’s New for Willow Road?

For November 18 to 29

There has been a lot of construction activity along the corridor recently and we anticipate the next several weeks will continue to be very busy.  The contractor will be working on the following elements:

  •  Sunset Ridge Road to Waukegan Road – The intersection pavement operations are expected to start this week and continue into next week.  Once completed, they will work on installing the curb and gutters, sidewalks, and landscaping. 
  • Somerset Road/Old Willow Road Detour - The detour remains in effect and there continues to be no access, to or from Old Willow Road, to Willow Road.  All traffic is being detoured to Wagner.  The utility work in this intersection is complete and the contractor has started the pavement operations.  We anticipate the intersection being reopened, in its final configuration, by the end of next week.   Click here to see the detour route: http://www.northfieldil.org/documents/Willow/Exhibits/Somerset_Old_Willow_Detour.pdf.      
  • Sunset Ridge to Wagner – The contractor continues to work on the installation of the drainage system, water main, and sewer system.  In areas where that work has been completed, they will start the grading work and subgrade placement.    
  • Wagner to Middlefork Bridge – AT&T’s contractor will be working to remove the asbestos and remediate the soil, west of the bridge.  When completed, IDOT’s contractor will start the installation of the sanitary and drainage systems. 
  • Old Willow Road Detour – the detour remains in effect on the north side of the intersection to facilitate the installation of utilities and roadway improvements.  The contractor anticipates completing the utility work early this week and will immediately start the grading, subgrade, and paving operations.  They expect to have the intersection reopened by the end of next week.  Click here to see the detour route:   http://www.northfieldil.org/documents/Willow/Old_Willow_Detour.pdf.   
  • Winter Plan - IDOT is working with the contractor to put a winter plan into effect before any major snow event takes place.  As part of this work the contractor will be installing new pavement marking to more clearly delineate the lanes; will install temporary asphalt on the driveways or roads where the pavement will not be completed before the winter; and IDOT is evaluating alternative barriers, to help ensure effective snow removal and motorist safety.   Over the winter months the contractor plans to undertake the remaining utility work along the corridor.

Detour Notice – Old Willow Road West

On Wednesday, November 13, 2013 IDOT will be establishing a second detour, to facilitate the intersection improvements, at Somerset/Old Willow and Willow.  During the detour there will be no access, to or from, Old Willow to Willow.  All motorists will be detoured to Wagner Road.  Access to Somerset Lane will be maintained.   The improvements are expected to take two weeks to construct and the intersection is expected to re-open, in its final configuration west bound, before Thanksgiving.
