Paving Delay Alert – Winnetka Avenue

Starting on Wednesday, October 7th, the County expects to start their pavement work along the Winnetka corridor between Hibbard and the Edens. This work will take place between the hours of 7 a.m. and 6 p.m. and at times the roadway will be reduced to one lane. Construction flaggers will be in place to ensure the safe movement of traffic. Major delays are anticipated and motorists are encouraged to plan ahead, allow for additional time, or to take an alternative route.

Please note that the actual start dates and activities may change due to weather or other conflicts. With favorable weather, construction is scheduled to be completed by early November.

Construction Alert – Winnetka Avenue

The Cook County Department of Transportation and Highways is planning to begin the Phase II construction work on Winnetka Avenue between Hibbard Road and the Edens Expressway. The following is an outline of the construction activities planned:

  • Pre-construction Operations. On September 24th the contractor plans to begin their preconstruction work including saw cutting and site preparation work.  No traffic impacts are anticipated.
  • Concrete Operations.     On September 28th the contractor plans to start the driveway and curb work.  This phase includes removing driveways and curbing, forming and pouring the replacements, and then a cure period.  Concrete work is anticipated to take about 10 working days and only minimal traffic impacts are anticipated.
  • Pavement Operations.  Once the concrete work is completed, the contractor will start the paving operations.   This phase includes the grinding down the existing pavement; repairing and or replacing the subgrade, where needed; installation of the binder course; and then the installation of the final surface course.   This work is anticipated to take about 10 days to complete and on the days when the road is being ground or pavement is being placed, flagging operations will be put in place.  Traffic impacts are anticipated during flagging operations. 
  • Stripping and Landscape.    Under the final phase, the contractor will restore the landscaped areas and strip the new pavement.  No traffic impacts are anticipated. 

Throughout construction the County and their contractor work to minimize disruptions.  Winnetka Avenue will remain open to two way traffic at all times, but during certain operations as outlined above, it will be down to one lane with flagging operations in place.  During flagging operation days, major delays are anticipated.  The contractors will provide the public with advanced notice of all flagging operation days through their onsite message boards and special construction alerts.  Motorists are encouraged to plan ahead, allow for additional time, or to take an alternative route.

Willow Road Speed Limit Notice

All lanes of traffic along Willow Road are now open. The Northfield Police Department wants to remind motorists to carefully observe the speed limits within the Village of Northfield. The permanent speed limit along most of the corridor is 30 mph with a transition up to 40 mph west of Sunset Ridge Road and a transition to 35 mph east of the Edens Expressway.

Special Willow Road Notice

Friday- August 21, 2015

 

The removal of the temporary traffic control devices will start tonight at 8:00 pm and all lanes of traffic along Willow Road will be open by 8:00 am Saturday.

The works is planned for the overnight hours to minimize rush hour delays and inconveniences to motorists.  There is remaining work on the project for traffic signal installations, lighting, landscaping, and final project punch list items.   In areas where that work is taking place, there will be periodic, short term, lane closures between now and the end of September.

Willow Road Work Plan

August 7-21, 2015

The contractor is almost finished with the Phase III center median and left turn lane work.  They are in the process of working on the installation of the permanent signage, removal of temporary signage, final utility connections, traffic signal installation, pavement markings, and the irrigation system. 

Signal work is continuing.  The signal contractor is proceeding east along the corridor with the installation and expects to finalize Sunset Ridge and Wagner over the next two weeks and will then start on the Churchill pedestrian signal followed by the Northfield Road and Happ Road intersections.  The permanent signals are planned to be activated once installed and then the contractor will remove the temporary devices.  The final Interconnection of the signals from Waukegan to Happ Road will take place once all of signals are operational.

The signal work will not delay the opening the travel lanes.  The contractor anticipates all four traffic lanes being opened by August 21st.  Following that, there will be periodic, short term, lane closures for the final signal, lighting, and landscape work.

The signals at Waukegan Road have been activated and the ones at Three Lakes Drive are awaiting ComEd connections. Bridge to Happ.  The traffic in this area is anticipated to be changed to a Phase III configuration on July 15th and will then match the rest of the corridor.  The contractor is in the process of staining the bridge and backfilling the area by the sidewalks.  Once the traffic has been shifted they will start the median curb and gutter installation, left turn lanes, permanent signage, traffic and lighting installations, pavement markings, and irrigation system installation

Detour Alert – Wagner Road

The Cook County Department of Transportation and Highways has announced they will be closing the north leg of the Wagner and Winnetka intersection on Thursday, July 9th to repair a collapsed storm water pipe. The duration of the closure is not yet known and will depend on the extent of the underground repairs that are needed.

The east and west bound lanes on Winnetka Avenue will remain open as will the southern leg of the Wagner Road. North bound traffic will be able to use Sunset Ridge Road, Happ Road, or Northfield Road. Updates will be posted as more detailed information is made available from the County.

Willow Road Work Plan

June 26 – July 10, 2015

Waukegan Road to Bridge.   The contractor is working on the Phase III center median and left turn lanes.  This includes pavement removal, curb and gutter installation, left turn pavement, and irrigation system installation.  The permanent traffic signal work is also underway.  Signal work will start at Waukegan Road and will proceed east to the other intersections along the corridor.       

Bridge to Happ.  The contractor is in the process of installing the brick sidewalks in the downtown area.  While that work is underway, traffic will remain on the north side of the right of way.

Happ Road Detour Alert.   The Happ Road intersection has been re-opened ahead of schedule.

Eden’s to East Limits.  Final sidewalk, curbs, and driveway installations are underway and will continue to occur in conjunction with other similar work along the corridor.

Detour Alert – Happ Road

On Monday, June 22, 2014 IDOT plans to close the southern intersection of Willow Road and Happ Road to install the center roadway improvements.  The Happ Road intersection is expected to be closed for one week and is tentatively set to re-open on Saturday, June 27.   Traffic will be detoured west to Northfield Road and local traffic will be able to access the downtown on Walnut Street.

During the detour period the Village will:

  • monitor the intersections, and will request signal timing adjustments, if needed, to minimize traffic backups;
  • provide special Police patrols on local streets to reduce speeding and cut through traffic; and, 
  • ensure emergency responses routes are maintained to all part of the community for police, fire and ambulance access.

Willow Road Work Plan

June 12-26, 2015

Waukegan Road to Bridge.  The east and west lane pavements are substantially complete in this area.  The contractor is working on the final grading, curb and gutter, driveways, and sidewalk.  As soon as that work is complete, the pavement will be restriped and traffic will be adjusted.  The contractor will then begin the final stage of center median and turn lane work.  The traffic changeover is anticipated the week of June 15th.   

Bridge to Happ.  The contractor will continue to work on the signal and lighting foundations, brick sidewalk, curb and gutter, and driveway installations on the south side of the right of way.  While that work is underway, traffic will remain on the north side of the right of way in the downtown area.

Happ Road Detour Alert.   A week long detour is anticipated to commence, on the southern leg of the Happ/Central intersection.  The contractor will be working to construct the left turn lanes and center intersection pavements.  Traffic will be detoured to Northfield road but will also be able to access the downtown via Walnut.  When an actual start date is confirmed a special detour notice will be posted.  Click here to see the planned detour route.     http://www.northfieldil.org/E-News/Happ_Road_Detour.pdf

West of Waukegan Road.   The stock pile areas will be removed and construction on the southern thru-lanes will commence.

Sunset Ridge to Wagner.   The contractor will be working on the final grading, parkway plantings, curb and gutter, and sidewalks on the south side. 

Wagner to Bosworth.  Over the next two weeks the remaining south side curb work will take place along with final parkway grading, sidewalk installation, and parkway planting.    

Bridge to Happ.  The final Alice Place pavement will be installed and then the contractor will be working on the grading and sidewalk installation.

Eden’s to East Limits.  Final sidewalk, curbs, driveway and planting installations are anticipated to be completed and will occur in conjunction with other similar work along the corridor.

Willow Road Work Plan

May 15-29, 2015

Waukegan to Sunset Ridge Road.   The parkway landscaping work will continue and the median irrigation system installation will commence.

Sunset Ridge to Wagner.   The contractor will be working on the final grading, parkway plantings, curb and gutter, and sidewalks on the south side. 

Wagner to Bosworth.  Churchill, Eaton and Bristol are anticipated to re-open by Monday, May 18.  Immediately thereafter, Dickens Street will be closed and they will start pavement installation within that intersection.  Over the next two weeks the remaining south side curb work will take place along with final parkway grading and plantings.    

River Bridge.  The contractor will be finishing up most of the south side bridge work and is in the process of installing the final pilaster and guard rail system.    

Bridge to Happ.  The contractor will be working on the south side pavement lanes between the bridge and Happ followed by curb and gutter and parkway restoration.  The only remaining intersection work in this area is at Alice Place.  That intersection will be installed in two phases to ensure access is maintained.

Eden’s to East Limits.  Final sidewalk, curbs, and driveway installations will be completed and coordinated in conjunction with other similar work along the corridor.

Willow Road Work Plan

May 4 to May 18, 2015

Waukegan to Sunset Ridge Road.   Final center median work, electrical, and landscaping work are planned.

Sunset Ridge to Wagner.   The phase III center median work, landscape restoration, and sidewalks are planned.

Wagner to Bosworth.  On Tuesday, May 5th the second lane pavement pour is planned followed by curb and gutter installations and parking way planting on the north side.  Until this work is completed, Churchill, Eaton and Bristol will be closed.  Neighborhood access will remain at Dickens or off of Wagner Road. 

River Bridge.  The parapet wall, pilasters and railing installation work will all continue. 

Bridge to Happ.  The final water main connections will be made and the water will need to be shut off, to certain areas, for short periods of time.  On Tuesday, May 5, a water shut off is scheduled at Northfield Road from 6am to 10am.  This will impact Mariano’s and the businesses along Northfield Road.  When this work is completed, the contractor will start the earthwork and subgrade operations from Northfield to the bridge.  The pavement installation in this area is expected to start by May 11.

Special Traffic Alert – April 22

On Wednesday, April 22, IDOT will be closing Bristol, Churchill and Eaton Streets for pavement installation.  Dickens Street will remain open and left turns will be permitted in and out of the neighborhood area.  This new traffic configuration is expected to be in place for approximately three weeks.

Waukegan to Sunset Ridge Road.   The center median work, left turn lanes, and electrical, and landscaping work are all underway in this area.

Sunset Ridge to Wagner.   The roadway pavement is now complete in this section and work will continue on the curb and gutter, landscape restoration, and sidewalks.

Wagner to Bosworth.  Earthwork and subgrade operations will take place as weather permits.  The first pavement installation is expected to start the week of April 27th.  During these operations, access to Churchill, Dickens Eaton and Bristol may be restricted, but one road with left turn out access will, remain open for local traffic at all times.

River Bridge.  The parapet wall, pilasters and railing installation work will all continue. 

Bridge to Happ.  The water main work will take place on Alice Place followed by the final storm sewer and water main connections.  When this work is completed, the contractor will start the earthwork and subgrade operations.

Special Traffic Alert – April 10 - Northfield/Old Willow Road

IDOT is instituting a new traffic configuration today which further impacts the Northfield Road intersection.  The north lanes of Northfield/Old Willow Road will remain open but the left hand turn lane from Willow Road onto Old Willow/Northfield will be under construction.  Motorists can still make left turns, but will have to do so from the through lane.  The traffic signal timing is being adjusted to help minimize the impacts and local traffic is urged to use Wagner Road as an alternative.   The left turn limitations are anticipated to be in effect for one week.

Willow Road Detours and Work Plan

April 1 – April 18, 2015

River Bridge.  The parapet wall, pilasters and railing installation work is all underway. 

Bridge to Happ.  The utility installation is ongoing between the Bridge and Northfield Road.  In addition, the contractor will be working on the Northfield Road intersection pavement.

Willow Road Traffic Alert

The contractor is in the process of making a series of utility connections from the south side of the street to the mainline storm sewer, under the west bound pavement, just east of Northfield Road.  These construction operations require the removal of pavement.  The work is expected to take place between the hours of 7 a.m. and 4 p.m. and at times the roadway will be reduced to one lane.  Construction flaggers will be in place to ensure the safe movement of traffic. Major delays are anticipated. 

These special operations are anticipated to be completed by Wednesday, March 18, 2015.

Detour Alert – Northfield Road

On Monday, March 23, 2015 IDOT plans to close the southern intersection of Willow Road and Northfield Road to install the utilities and final pavement in this area.  The intersection is anticipated to be closed for approximelty five weeks.   Local traffic will be detoured east to Happ Road.
